VIC:Man with knife found in Lions changerooms
MELBOURNE, Aug 22 AAP - The Melbourne Cricket Club (MCC) will review security at the
Melbourne Cricket Ground (MCG) after a man was found carrying a knife in the Brisbane
Lions changerooms on Saturday.
The MCC says two men entered the Lions' changeroom without proper authorisation about
an hour before the team's clash with Collingwood on Saturday.
One of the men is believed to be a former employee of the Lions, who had brought a
guest with him.
The club realised the men were trespassing and alerted MCC officials, who called police
to remove them.
A police search of one of the men found a knife in his bag.
Police confirmed they arrested a 44-year-old Melbourne man in the rooms about 8pm (AEST)
on Saturday and released him pending further investigations.
MCC chief executive Stephen Gough said an investigation showed the men entered the
stadium legally and were inadvertently given access to the rooms by Brisbane Lions officials.
"We will review our access procedures and also work with the AFL and its clubs to ensure
only authorised personnel gain access to the team changerooms in future," Mr Gough said.

WA: Cyclists "targeted" by hit-and-run driver
PERTH, Feb 19 AAP - Police are interviewing a man over a hit and run on a group of
Perth cyclists early today.
Police had been looking for a small red sedan that drove into a group of four cyclists
on Marmion Avenue, Iluka, in Perth's northern suburbs, about 7.40am (WDT) today.
One of the cyclists suffered a broken finger after the sedan, believed to be carrying
three people, hit the group in a seemingly deliberate attack before reversing over some
of the cyclists' bikes.
Gary Bell, one of the cyclists, told ABC radio a red Mitsubishi Lancer pulled up near
him and his fellow riders at a red light and the horn was sounded at the cyclists.
Mr Bell said it was lucky none of the group were dead after they had been deliberately targeted.
He said he tapped on the car window after the group were hit and said: "Mate, what
are you doing? You could have killed us."
"I really think it is not a normal reaction for anyone. He deliberately tried to kill us.
"We are lucky none of us are dead."
Police spokeswoman Libby O'Brien said a person had given himself up at Warwick police
station and was assisting police with their inquiries.

NSW:Detainees to sleep on roof for 6th night
The three detainees on the roof of Sydney's Villawood Detention Centre could be sleeping
on top of the building for a sixth night .. with no progress on negotiations to get them
down.
Social Justice Network spokesman JAMAL DAOUD says because of the way the immigration
department is handling the situation .. the men could be on the roof until at least tomorrow
morning.
Mr DAOUD says negotiators have told the protesters that a representative from the UN
High Commissioner for Refugees has arrived to talk to them .. but they don't believe it.
The Department of Immigration says security company Serco has been handling all the
negotiations and no details of the process can be revealed.

Queensland Opposition Leader JOHN-PAUL LANGBROEK says it's disgraceful that four weeks
after the state's floods crisis .. less than one per cent of the money donated to the
premier's relief appeal has been distributed.
He says people who were barely in need of help received government disaster payments
quickly .. but those most in need of help are still waiting for payments from the donation
fund.
Treasurer ANDREW FRASER says applications need to be thoroughly checked to guard against
fraud .. while Premier ANNA BLIGH says flood victims will see disaster relief payments
sooner rather than later.
The attack comes as the head of the Queensland Floods Commission .. Justice CATHERINE
HOLMES .. outlined the vast task ahead of her .. saying the devastation in the Lockyer
Valley alone has left an indelible impression on her.
At least 35 people lost their lives in the wide-spread floods in the state's south.
Earlier today .. Prime Minister JULIA GILLARD has introduced laws to federal parliament
to bring in a flood reconstruction levy .. describing it as an expression of goodwill
between Australians.
Meanwhile .. temporary homes are now arriving in Grantham as the Queensland town picks
up the pieces after flash flooding .. and army trucks and teams of SES workers are rolling
into the small townships of Silkwood and Kurrimine Beach .. near Cairns in the north ..
in the aftermath of Cyclone Yasi.
And .. in Victoria .. forecasters say the farming industry could take months and even
years to recover from the floodwaters which have ravaged the state.
Elsewhere .. South Australians have been urged to watch out for scammers trying to
sell flood-damaged cars from Queensland .. New South Wales and Victoria.
JOBS PARLY (CANBERRA)
Treasurer WAYNE SWAN says the latest job figures show the strength of the economy ..
despite the Queensland floods.
Official figures show the number of people employed was up by 24-thousand in January
.. while the jobless rate remained at five per cent .. the lowest level in two years.
Mr SWAN says more than 360-thousand jobs were created over one year .. a record number
.. and Australia gained about 740-thousand jobs over three years .. while the world lost
30 million jobs.
And .. Queensland Treasurer ANDREW FRASER says a statewide growth in jobs despite the
state's flooding crisis is a remarkable result .. with the state's unemployment dropping
from six per cent in December to 5.6 per cent.
But HSBC chief economist PAUL BLOXHAM says the Reserve Bank may have to raise interest
rates by the end of the year .. if the unemployment rate drops below five per cent.
YOUTH (CANBERRA)
The federal government has suffered a second parliamentary defeat today .. after the
Senate passed an opposition bill that aims to increase financial support for regional
students.
Labor branded the legislation economically irresponsible and an act of constitutional vandalism.
Nationals senator FIONA NASH .. who introduced the legislation aimed at extending Youth
Allowance eligibility criteria for some regional students .. says the increased cost is
no excuse in treating them fairly.
Earlier today .. the lower house passed another opposition bill that would force the
government to approve the relocation of a colony of flying foxes on the New South Wales
north coast.
INDON BASHIR (JAKARTA)
The Indonesian terror trial of radical Muslim cleric ABU BAKAR BASHIR has been adjourned
until next week .. after a brief but chaotic appearance today.
The trial will resume on Monday .. when BASHIR will again face court on seven terrorism
charges .. the most serious of which carries the death penalty.
As the suspected mastermind of the 2002 Bali bombings was driven away under heavy security
.. his supporters continued to chant .. god is great.
LIU (SYDNEY)
A judge has been told that a person with enormous animosity towards businesswoman HELEN
LIU .. wanted 120 thousand dollars from news organisation Fairfax for a story on her and
former defence minister JOEL FITZGIBBON.
Journalist RICHARD BAKER has told the New South Wales Supreme Court no money was ever
paid to the source .. and despite claims to the contrary by Ms LIU .. he believes the
documents used for the story weren't faked.
Ms LIU'S taken legal action against The Age newspaper and Fairfax journalists Mr BAKER
.. PHILLIP DORLING and NICK MCKENZIE.
She's asked Justice LUCY MCCALLUM to make orders which would effectively compel the
journalists to reveal their sources for the story .. but the journalists say they're bound
by undertakings of confidentiality.

Milk discounting by supermarkets will be investigated by a Senate inquiry .. looking
at the effects it'll have on the dairy industry.
Earlier today a group of coalition MPs and dairy industry leaders warned the dollar-per-litre
price being paid by consumers will kill off farmers.
Independent Senator NICK XENOPHON's won the support of the coalition and the Australian
Greens for the inquiry .. which he says will be an opportunity to ask the supermarket
chains whether the price cuts are sustainable.

The New South Wales government denies it has gone back on a promise to halt further
sales of state electricity assets .. as it prepares to offload a power station development
site.
The opposition has accused the government of lying over the issue .. after media reports
highlighted its plan to sell the Bamarang development site south-west of Nowra.
But a spokesman for Treasurer ERIC ROOZENDAAL says the sale of the Bamarang site was
part of the first tranche of the reforms.

A New South Wales teenager accused of a series of car jackings and impersonating police
in Queensland has been remanded in custody .. after facing court today.
Police arrested 18-year-old ZACHARY TODD from Tweed Heads yesterday.
It's alleged he fitted his car with flashing lights .. pretended to be a police officer
and pulled over motorists on the Gold Coast and in Brisbane.

NSW: Keneally strikes a deal with Rudd on health plans
SYDNEY, April 20 AAP - NSW Premier Kristina Keneally says she has reached a basis for
agreement with the federal government on hospital reforms, but says she won't sign up
to the deal unless it gets the backing of other states and territories.
Ms Keneally has agreed to allow the federal government to retain a third of its GST
revenue to directly fund the state's public hospitals system, after holding one-on-one
discussions with Prime Minister Kevin Rudd on Tuesday morning.
As part of the deal, the commonwealth has also agreed to a funding pool, with disbursement
controlled by the states, Ms Keneally says.
Mr Rudd has also given assurances against any further "clawbacks" of NSW's GST revenues
in future.
"What we have negotiated with the commonwealth is a basis for agreement from NSW ...
which would have a fund arrangement, and would have the right governance arrangements,
the right safeguards in place for the GST," Ms Keneally told Fairfax Radio.
"We are willing to have that third retained by the commonwealth with appropriate safeguards
that make it fundamentally clear that money is going to NSW hospitals, and that our GST
is protected from future clawbacks for other commonwealth proposals, in other areas."
However, Ms Keneally said NSW support was still contingent on negotiations between
the prime minister and other state and territory leaders, which are continuing throughout
Tuesday.
"What we now have is a day of negotiations with the other states and territories," she said.
"What we're hopeful of is those other states and territories will come on board.
"If that does not happen, the whole deal is off. And if the deal gets modified through
the day to disadvantage NSW taxpayers, I won't be signing up."

NSW: Police appeal for witnesses to karaoke bar brawl
SYDNEY, Dec 6 AAP - Police hope to speak to patrons who fled a Sydney karaoke bar after
a man was killed in a brawl.
Up to six men were allegedly involved in the fight about 1.30am (AEDT) on Sunday.
Police say initial investigations suggest the man was hit with an unknown object before
he fell down a flight of stairs at the bar in Clarence Street, in the city centre.
Detective Inspector Peter Houlahan said the 33-year-old was found unconscious and could
not be revived.
"He was found with a laceration to his head and unconscious ... however, how he sustained
that injury we are yet to determine," Det Insp Houlahan told reporters on Sunday.
Investigators are interviewing several of the man's friends and reviewing closed-circuit
TV footage.
About 30 people were in the bar at the time and police hope to speak to other witnesses,
Det Insp Houlahan said.
"I should mention a large number of patrons left the premises prior to police arrival
and we'd really like to speak to those people to see if they can assist us in our inquiries,"
he said.
The stretch of Clarence Street between Druitt and Market streets was closed while forensic
officers examined the crime scene.
Anyone with information about the man's death is urged to contact City Central Police
via Crime Stoppers on 1800 333 000.

Western Australia's Health Department says three people in the state are being tested
for suspected swine flu .. while another three have been cleared of carrying the virus.
The department says all six have had flu-like symptoms and have just returned from
countries where people are known to be carrying the virus.

Senator Xenophon admits he "jumped the gun" in supporting moves to introduce FuelWatch
into South Australia four years ago.
He has admitted that when he was a South Australian politician he believed FuelWatch
was a good idea.
"But then I set up a parliamentary inquiry," Senator Xenophon told the Nine Network.
"I was part of that inquiry process, and in the course of that inquiry process it became
quite clear that if you want to tackle the whole issue of fuel prices effectively, the
best way to do that is to tackle the issue of competition amongst the big four oil companies."
In a press release from four years ago, Senator Xenophon instructed the South Australian
parliamentary council to draft legislation to introduce a similar scheme, and supported
moves to lock in petrol prices 24 hours in advance.
"I did my homework after that... I spoke to the motoring bodies, I jumped the gun and
I admit that and I'll stand judge to that."
When asked if the apparent backflip was a characteristic of him as a Senator, he replied:
"I hope not, I live and learn and I learnt from that mistake."

SYDNEY, April 9 AAP - Schoolmates of the teenager killed by a shark on the NSW north
coast paid tribute to their dead friend at a small vigil at his high school today.
Peter Edmonds' friends and staff at Alstonville High School are undergoing counselling,
as the small community comes to terms with yesterday's death of the 16-year-old.
Peter, of Wollongbar, died from massive blood loss after being attacked by a shark
while bodyboarding with a friend about 8am (AEST) at nearby Lighthouse Beach in Ballina.
His friend Brock Curtis, also 16, dragged his motionless mate to shore, but Peter could
not be revived.
The principal of Alstonville High, David Silcock, today paid tribute to Peter, saying
he was well-liked by the school community.
"Peter was a lovely young fellow, very polite, very respectful and he was well liked
by his peers and his staff," he told Network Ten.
Mr Silcock also praised Brock for his courage in helping his injured mate.
"We're very proud of Brock. We've spoken to his family and to Brock to offer him any
support we can," he said.
Schoolmate Elisa McCarthy told reporters Peter's friends were all supporting each other
in the aftermath of the shark attack.
"His death has been very upsetting and we're all working together to support one another
during this tough time," she said.
Since yesterday afternoon, friends have also being paying their respects at Lighthouse
Beach, which remained closed today.
Northern NSW Lifeguard Coordinator Stephen Leahy said about 20 kids had come down to
the beach at dusk yesterday, "obviously very upset".
"A number of them had bunches of flowers, which were thrown into the ocean," he said.
The tributes will continue this weekend, with Lennox Longboarders group, of which Peter
was a member, planning a special event on Sunday.
They will wear black armbands and paddle out to the spot Peter was attacked, so they
can observe a minute's silence.
The shark that attacked Peter has not been identified, and Mr Leahy said the lifeguard
service would not be pursuing it.
"The kids haven't done anything to pre-empt this attack, it's simply a tragic accident," he said.
Peter's death has sparked debate about shark control measures in place in the Ballina
area, where shark nets are not fitted at Lighthouse Beach or other nearby surf spots.
Gold Coast fishing expert Paul Burt is critical of the lack of shark control measures
in place in the area.
"Drum lines (nets) are essential," he told Channel Nine.
"The area around here is becoming more and more touristy, especially on a weekend basis,
and with the school holidays upon us, these waters are notorious for sharks, there are
so many out there."
Mr Leahy said emergency services, in conjunction with the Department of Primary Industries,
had held extensive discussions about reducing the risk of shark attacks.
"Shark nets have obviously been a part of that," he said.
"Our responsibility is to ensure public safety on our beaches ... but there's evidence
to suggest (nets) are not the be-all and end-all."

Federal Police commissioner MICK KEELTY says a gun buy back in East Timor could work
to reduce the amount of violence in the troubled nation.
Australia's nearest neighbour has been wracked by violence since soldiers began arguing
amongst themselves in April.
Mr KEELTY has told ABC radio it's clear there are far too many weapons on the street
in East Timor.
JOHN HOWARD held a gun buy back in the wake of Australia's worst massacre .. when MARTIN
BRYANT killed 35 people at Port Arthur in Tasmania in 1996.
Mr KEELTY says he still has strong memories of the Australian buy back .. and a similar
program in East Timor could stem the violence.

CANBERRA, Aug 15 AAP - Veterans Affairs Minister Bruce Billson has apologised to Australians
who served in Vietnam for the way they were treated when they came home.
The minister has also warned of the complexities of issuing new bravery medals to veterans
amid calls from Labor for an independent review into the fairness of the awards system.
"During the course of our involvement in the Vietnam War, Australia became divided
and it is regrettable that acrimony from amongst those who opposed the war was directed
at men and women who simply did what their nation asked of them," Mr Billson said while
launching the book and website before a group of Vietnam veterans in Canberra.
"For many Vietnam veterans there were no ticker tape parades on your return ... we,
as a nation, let you guys down.
"On behalf of a grateful nation I say thank you and I apologise for the shortcomings
of a reception that you had earned but were not delivered when you returned home," he
said.
But Mr Billson rejected calls for a new inquiry into the issuing of new medals to veterans.
Labor MP and Vietnam veteran Graham Edwards is calling for an inquiry, saying many
Long Tan veterans were not properly recognised.
Mr Billson conceded the fact that some Long Tan veterans had not received medals was
an "injustice", but that the issuing of new medals could open another can of worms, because
those who missed out this time might have cause to feel badly done by.
He said the issue was being investigated by the department.
The book, Vietnam: Our war - Our peace, brings together 44 stories from the Vietnam
veteran's community.
The book and the online register were launched as part of a series of events commemorating
the 40th anniversary of the battle of Long Tan.
Vietnam was the longest conflict Australia was involved in. More than 60,000 Australians
served there and 520 died.
Australian veteran Lieutenant General John Coates said he knew of veterans who had
begun suffering from post traumatic stress disorder in only the past few weeks.
He said landmines were among the most feared weapons Australians encountered during
the conflict, and at one point his command was losing one armoured personnel carrier (APC)
a week to them.
In the book, he tells of the terrible times he had to clean the blood and bone of dead
Australian soldiers out of an APC with a high pressure hose after it had been hit by a
mine.
He recalled he was forced to constantly boost the moral of his troops - telling them
they were morally right to be fighting - when news filtered back of the bad treatment
of returning soldiers by war protesters.

MSW: Man's finger bitten to the bone in pub fight
A man has had his finger bitten to the bone during a fight in the toilets of a central
Sydney pub.
Police charged a man with malicious wounding after the incident in the hotel in Redfern
about 5pm (AEST) yesterday.

SYDNEY, Dec 11 AAP - Australia's stockpile of bird flu antiviral medicine will be boosted
to cover 28 per cent of the population under a federal government plan to prepare for
a pandemic.
Health Minister Tony Abbott today announced a further $184.8 million over five years
would be given to boost the nation's capacity to respond to a bird flu pandemic.
It includes an $80 million purchase of antivirals and antibiotics, including powdered
Tamiflu, for the national medical stock pile.
Mr Abbott said it would bring supplies to the equivalent of 28 per cent of the population,
instead of the current 19 per cent.
The package also includes the creation of an office of health protection, within the
Health Department, that will lead Australia's health preparedness for a possible pandemic.
"I want to stress that while the threat of a pandemic is real, it remains a possibility,
not even a probability in the next few years, let alone a certainty," Mr Abbott told reporters.
"But if a pandemic of 1918/19 seriousness did emerge in our country, it would be a
public health disaster of unprecedented proportions and no-one who lived in this era would
forget it."
Also included in the package is the purchase of additional masks and gloves for the
national medical stockpile and funds for a simulation exercise in October next year which
will test health and border preparedness.

Qld: Prices reach $1.16 in Brisbane
Petrol prices in Brisbane have reached a high of $1.16, but they are much higher in
the western and northern parts of Queensland.
FuelTrac managing director CHRIS KABLE says the price of unleaded fuel is $1.24 cents
a litre in the Cape York town of Weipa, due largely to freight costs and lack of competition.
He says although oil companies are ready to post a new wholesale price, Queensland
prices remain cyclical and could dip to $1.06 in Brisbane around mid-week.
Mr KABLE the Queensland prices are nine cents a litre lower than in New South Wales
because the state receives an 8.3 cents a litre government subsidy as well as GST.
He says this makes a total subsidy of 9.19 cents a litre for unleaded fuel.

Automakers should be deep into TV commercial production for their fall product launches. Instead, they are evading striking actors, shooting in Canada and fretting about deadlines.
Commercial actors went on strike May 1. Ad agency executives say they don't expect the walkout to end soon.
``This is going to be long and bloody,'' said one industry observer, who asked to remain anonymous.
The strike's main issue is pay for cable TV. Actors want to be paid each time their commercials air. Since the 1950s, they have been paid each time a commercial appears on broadcast TV but paid a flat fee for cable, regardless of how many times a commercial airs.
But most commercials run on cable now, meaning actors are undercompensated, said Greg Krizman, spokesman for the striking Screen Actors Guild and the American Federation of Television and Radio Artists. Strikers also want pay rules for Internet commercials.
WORKERS UNDER PROTEST
Many agencies are trying to shoot commercials with nonunion actors.
``We've been chasing Chevy all over: Oregon, Idaho, San Diego,'' Krizman said, in attempts to stop Chevrolet's agency, Campbell-Ewald, from producing a truck commercial.
An executive close to the Chevrolet situation, who asked to remain anonymous, said some commercials are going forward, such as rolling footage of cars in which the drivers ``can or cannot be union.''
Stephan Clay, a producer for Don Coleman Advertising Inc. in Southfield, Mich., said his agency continued to shoot commercials for DaimlerChrysler's Dodge Caravan minivan and Chrysler Sebring mid-sized car.
DaimlerChrysler has two crucial launches this fall, of its redesigned minivans and redesigned mid-sized cars.
``We used celebrities who weren't involved with union rules because that was their first commercial,'' said Clay.
He said picketers ``bothered the shoots,'' all in Los Angeles, but the agency completed them.
Ira Shepard, chief strike negotiator and counsel for the ad industry, said agencies are using a lot more nonunion actors to get work done. Nonunion fees for daily work in filming commercials in the United States from May 15 through June 15 were $3 million, compared with $194,208 during the same period last year, he said.
ONWARD AND UPWARD
Tim Hart, president of Hyundai's agency, Bates USA West in Irvine, Calif., said, ``We've been shooting a lot of commercials in Canada, but that's not unusual.''
Krizman said U.S. strikers are protesting use of nonunion workers in Canada.
Stephen Wayddell, national executive director of the Alliance of Canadian Cinema, Television and Radio Artists, said: ``We've instructed our members not to accept any struck work coming up here. However, if a U.S. company comes up here to produce and that company is a signatory to an ACTRA agreement, we have to provide services to them or it could be considered an illegal strike.''
Wayddell said all of the major automotive agencies are signatories, including Leo Burnett, J. Walter Thompson and Saatchi & Saatchi.
Ford Motor Co. is not producing commercials and hoping for the best.
``We've stopped all production until the strike is over,'' said Ford Motor Co. spokesman Bill George.
He said Ford has not canceled TV buys and doesn't have a contingency media plan for launching its fall products.
``We're nimble enough that we'll figure out a way,'' George said.
Federal mediation of the strike will resume Thursday, July 20, in New York.
IP telephony: making the business case.(includes related articles on voice/data integration and implementing Internet Protocol telephony solutions)
It's kind of ironic: While new technology has helped businesses reach new levels of productivity and profitability, it's always difficult to convince CFOs to make a buy decision. Anyone making a case for new technology investments has to be able to answer questions such as: How is this going to improve our bottom line? Is it going to increase revenue?
Similarly, end users want to know: How will a new technology help me do my job better - or make my life easier?
IP Telephony isn't immune from these trends. Anyone pitching IP Telephony should expect to catch these same questions. Fortunately, there are some good answers.
First, you need to recognize that there are multiple ways of implementing IP Telephony - voiceover-IP gateways, PC phones and LAN PBXs. The array of choices removes a major constraint: More than one migration path exists; each organization can pursue the path that makes the most sense to them.
Second, IP Telephony solutions address significant enterprise network goals: These include:
* Reducing costs.
* Consolidating communication facilities.
* Simplifying management and consolidating support staff.
* Improving customer service and increasing revenue.
* Improving productivity.
* Protecting existing investments.
Consider, for example, how IP Telephony gateways can affect the performance and cost of an enterprise network. Let's assume that your company has branch-office locations that need to be linked with a voice/data communication network.
IP Telephony gateways can send real-time and non-real-time telephony information, such as voice, fax and voice mail, over a data network. The benefits include reduced cost through toll bypass - especially if one of the locations is outside North America - and/or consolidation of wide-area facilities. IP Telephony gateways also help preserve investments in networking systems, because existing PBX/key system phones, fax machines, routers and hubs usually remain in place.
Third, from a management/operations standpoint, IP Telephony gateway solutions offer:
* Simple administration and maintenance: Since an IP Telephony gateway ultimately enables voice and data to be carried on a single, unified network, network management will be streamlined.
* Transparent operation for users: Acting as a "translator" between the voice environment and the data network, most IP Telephony gateways enable use of existing desktop telephony devices. The process for making and receiving calls remains unchanged when an IP Telephony gateway is installed.
Implementation Options
There are multiple approaches to implementing IP Telephony gateways [ILLUSTRATION FOR FIGURE 1 OMITTED]. These include:
* Standalone. server-based solutions.
* Adding voice ports to routers or LAN switches.
* Adding IP mink cards to PBXs.
The first two options - external gateways such as router-based voice ports and external servers - make sense under specific circumstances. For example, if your current PBX does not support an integrated IP trunk card, the external approach is the only alternative. Similarly, if your organization is planning a major upgrade to your data network, investige the external/server implementation models.
However, the key advantage to deploying integrated IP trunk cards into your PBXs is that there will be virtually no disruption/risk to operations; moreover, all of your existing investments in networking products are protected, Integrated IP Telephony gateway cards are administered and maintained like any other PBX trunk card, and basic features like call-detail records and class-of-service restrictions apply. Importantly, no special dialing is necessary - the service is transparent to users.
As an integrated component of the PBX, an IP trunk card delivers very high levels of reliability and availability. These cards can "look ahead" into the network before setting up a call and thus ensure a high QOS (quality of service); calls can automatically be rerouted to traditional voice facilities when the data network cannot provide the required quality.
It's About More than Cheap Long Distance
The initial buzz about IP Telephony gateways was based on the ability to save on long-distance costs, via network consolidation or toll bypass. That benefit can be substantial, but there is more, much more to IP Telephony than cheap long distance rates.
For example, we're seeing innovative applications that marry the World Wide Web and call centers (Web-enabled call centers). Another important application of IP Telephony involves extending PBX functionality to remote workers via a single IP connection. Each of these is discussed below:
* IP-enabled Call Centers: In the same way that call centers have used voice mail and IVR (Interactive Voice Response) to improve customer service and increase revenues, call centers are increasingly looking for ways to enable transactions via the Internet and World Wide Web. We're already seeing specialized servers - called Email or Web-Request servers - that meet this emerging requirement.
Customers can send an email requesting, for example, more information about your company's products, from your corporate website. That electronic message is routed to the most appropriate call-center agent for handling; this is analogous to skill-based routing familiar to voice-based call center applications. The server also monitors what's happened to minimize the risk of a customer not receiving a response.
As the public Internet evolves to support high-quality, real-time, voice communications, rapid handling of Web-based customer interactions can be complemented with voice-button solutions: real-time voice interaction with the call-center agent. These solutions exist today, but tend to be problematic; quality of service for real-time voice over the Internet tends to be highly variable. A "call-back" scenario, where the customer provides a telephone number to the call center agent for a rerum call over the telephone network, promises a higher quality connection for voice.
* Remote workers: The ubiquity of IP network access can be leveraged to enable a telecommuter to extend his or her desktop - voice and data to remote sites, including home, airport or hotel room. Using a single dial-up connection, users can access data services - such as email, file and print services and database access - as well as important PBX-based services and features, such as voice mail, conference, hold and message-waiting.
* Forwarding calls from the office to the remote worker's location: The forwarding is transparent to the caller, who simply places a call using the employee's regular telephone number. For the remote worker, features like conference and transfer work just as if they were at the desk back at the office.
* Placing and receiving calls over a multimedia computer: In some applications, the personal computer essentially becomes an IP phone. IP Telephony software creates a "soft phone," with the handset usually replaced by a CTI headset. Alternatively, some applications support the use of a Universal Serial Bus (USB) phone which offers the benefit of a familiar interface - keypad and handset - for users.
* Collaboration: IP-based applications are emerging that significantly enhance real-time communication and collaboration through the Web and existing telephony systems. They enable geographically-dispersed employees to create "virtual meeting rooms" on an intranet using voice, chat and document sharing. Logging into a virtual conference room is as easy as logging onto a Web page, and documents can be presented interactively to groups, accompanied by voice. These new applications represent the next step in the evolution of collaboration, moving to truly integrated multimedia, multi-person collaboration.
Success Factors for IP Telephony
A number of important considerations will affect whether a migration to voice/data convergence and IP Telephony succeeds. The product/technology-specific issues are discussed in the checklist on this page ("Checklist of Considerations"), while the company-specific considerations are discussed below.
* Public Internet vs. Managed Intranet: The Internet is a collection of thousands of individual networks and organizations, and there is no centralized management. As new users gain access and as new services are offered, Internet traffic flow becomes less predictable and access becomes more difficult.
By contrast, private, IP-based data networks offer more manageability and control than the public Internet. With access and traffic flows regulated and controlled, network latency, delay and availability can be managed, and thus the network becomes more conducive to voice and other real-time traffic applications. While new standards and technologies will emerge to make the Internet acceptable for voice, for now, managed IP facilities are the only practical option.
* User acceptance: IP Telephony solutions should retain familiar dialing plans and rely on intuitive end-user interfaces and/or familiar desktop appliances.
* Control of infrastructure: Existing managed IP networks (private or virtual private networks) can be used to launch real-time, IP Telephony applications. However, it will be critical to assess and manage the effect telephony traffic will have on your data network. Some enterprise networks already have sufficient bandwidth and a design that is conducive to converged communications. But many others will have to phase in IP Telephony in conjunction with network upgrades in the areas of capacity and intelligence.
* Support organizations: While some enterprises have been cross-training staff for years, in many others there are still barriers to unifying the technical support teams. However, make no mistake: These teams are necessary.
* Incremental implementation: Anyone with experience in networking knows that flash-cuts to the unfamiliar rarely succeed. Migrating to converged networks and to IP Telephony on an incremental basis minimizes risks, lets you protect investments in existing equipment and provides a learning curve that is essential for your technical staff and end users.
* Reliability: Does the system provide the level of reliability and uptime you require for your business operations? What are the backup capabilities in case of failure?
Conclusion
Can a business case be made for IP Telephony? Absolutely. The benefits are real - cost savings, simplified management and increased productivity and revenues - and the technology is available.
However, the key question is whether IP Telephony is right for your business. To determine the answer - and to identify the specific areas in which it would be most applicable - you must make a thorough evaluation of your enterprise network operations, the direction in which your business is moving and the appropriate networking tools that can help move it along the chosen direction.

Everyone knows the line separating voice and data is blurring but, until recently, very few companies had figured out how to leverage the new reality. "Convergence is about choice and about providing new applications," Conyard continued. "Meridian IP Telecommuter will give mobile employees more flexibility to access information and a chance to improve productivity."
The Meridian IP Telecommuter is Windows 95/98-based software client that turns a multimedia PC or laptop into a complete remote-office solution - IP data service as well as a real-time voice communication terminal - over a single analog line. Mobile suers can call from homes, hotels, airports or other remote locations using Nortel Networks' Meridian 9617 Universal Serial Bus (USB) phone, which connects directly to a PC's USB port. There is an optional capability - using a headset with IP Telecommuter's softphone - which emulates common features of Meridian digital phones and gives users a more familiar interface.
Symantec initially implemented Meridian IP Telecommuter with six employees, and recently extended it to members of the management team in preparation for eventually rolling it out to a larger number of employees. "The trend is gradually moving from proprietary dial-up services for remote access, such as dedicated gateways for email, to more open systems," Conyard said. "We at Symantec want to provide a remote access portal not just for email but also for voice and video.
"Right now, I see us using Meridian IP Telecommuter for remote and mobile users to whom quality of service is important but not critical," he added. "As quality of service over IP matures, we can leverage IP more and extend those services to the desktop. Over time, I think we will see people use products like IP Telecommuter internally, as well."
One of the things Conyard likes about the product is that if offers the user a choice between using the softphone with a headset or a USB phone, which looks like a traditional handset. "People are very comfortable with handsets," he said. "No one is going to snuggle up on the couch or walk around the office with his or her PC."
"Nortel Networks is headed in the right direction with IP Telecommuter. It takes the concept of the mobile office to the next step," Conyard went on. "We envision it as a significant productivity enhancer. It is easy to set up, requires no extra hardware, will help reduce the cost of ownership, make network management simpler and increase integration of various capabilities at the desktop.
"We're really going to push Meridian IP Telecommuter and see what the challengers and opportunities are," he said. "People are starting to think of creative ways to use it. The product has turned the light on for people who've used it and made them realize that voice/data convergence is really coming."

The actual network the voice will traverse can be affected by factors such as bandwidth and the number of router hops along the end-to-end communication path.
* Security: Are PBX features such as class-of-service or authorization codes being leveraged?
* Accounting/billing: Do you need all your call-detail records - are calls on your voice network and data network captured in a centralized manner?
* Management: How will the solution be managed? Can it be incorporated with existing voice-management solutions? Is it easy and intuitive? Can it support SNMP alarm traps?
* Interoperability: Is this a proprietary solution or one based on IP Telephony standards? Are your choices for voice compression based on industry standards?
* Scalability: How many ports are needed for the amount of traffic expected over your IP network? Can ports be added simply, or is there a point at which potentially expensive additional hardware will be required?
* Cost - both short-term (product) and overall cost of ownership: Product cost is only part of the cost equation. What is the total cost of ownership? Can the solution be managed and maintained by existing staff? Is maintenance covered in existing agreements? Are change-outs or updates required elsewhere in the network to support the solution being considered?
* Investment protection: How well does the solution fit into the existing communications infrastructure? What is the vendor's reputation for protecting investments? Can the solution be adapted to support additional capabilities in the future?

MDS, a provider of enterprise customer experience management solutions for communications service providers, and Aircell, a provider of in-flight connectivity, announced the results achieved through their partnership for the Gogo Inflight Internet Service during 2010 and forecasts for the year ahead. Aircell estimates that over 200 million passengers will board Gogo-equipped flights this year.
According to forecasts from market intelligence firm In-Stat ("Build It and They Will Come? The In-Flight Broadband Market, July 2010"), global Wi-Fi airplane deployments were predicted to reach a total of nearly 2,000 by the end of 2010. In August 2010, Aircell announced its 1,000th aircraft installed with Wi-Fi connectivity; Gogo is now on 1,087 aircraft, representing over half of all predicted aircraft Wi-Fi deployments and a significant increase since the launch of Gogo in 2008, when just 15 domestic aircraft were fitted with the solution.

Cox Partners with Business Customers for Global Internet Test on World IPv6 Day.
Cox Business and several of the company's customers participated in a global-scale test of next generation Internet addresses.
World IPv6 Day is coordinated by The Internet Society (ISOC) to encourage adoption of IPv6 Internet addresses.
Similar to the 7-to-10-digit phone number migration required in metro areas, the Company said the rapid growth of online devices and applications is pushing the current Internet address schema (IPv4) to its limits. IPv6 has an address space and consists of 128 bits as compared to 32 bits in IPv4 - resulting in approximately 340 undecillion (5 x 10(38)) IPv6 addresses versus the 4.2 billion available through IPv4.
In 2010, Cox began exchanging native IPv4 and IPv6 traffic dual-stack with select business customers and is now conducting residential service trials with Cox employees. The global IPv6 transition will take years to complete, therefore it is important to demonstrate the ability to support both IPv4 and IPv6 simultaneously to ensure no service interruptions.
"We are testing IPv6 with Cox Business customers early to ensure that they can provide a consistent experience to their end users," said Jeff Finkelstein, senior director of architecture, Cox Communications. These businesses will access multiple Web sites running IPv6 on World IPv6 Day and monitor interoperability with their internal systems. Anecdotes will be used to determine successful points of integration and highlight opportunities for improvement as the global transition approaches.
IPv4 address space is expected to be depleted in 2012, when all Internet customers must begin slowly migrating their devices and content to IPv6. Cox's core network is fully IPv6 compliant and the company is transitioning the network edge and support infrastructure to meet customer demand.

20 May 2011 - French diversified holding group Bollore (EPA:BOL) plans acquisitions in the Internet sector, Bruno Breton, the digital and marketing director of Bollore Media, said for Buzz Media Orange-Le Figaro on Friday.
The company will focus on video-based websites, Breton explained.
Although the executive did not disclose details about the company's acquisition plans, he said that the Jean-Marc Morandini blog could easily integrate into Bollore Media's brands, content and information policy. He added that the company had not made any decision yet. It is still on the lookout for small Internet and e-commerce companies.

New Reproductive Health Research from University of Pittsburgh Discussed.
According to a study from Pittsburgh, United States, "The purposes of this article are to identify and review comprehensive sex education programs (CSEPs) available to adolescent females in Kenya, East Africa, to discuss barriers to implementing CSEPs in Kenya, and to highlight the role of nurses in improving and institutionalizing available CSEPs in Kenya. Integrative review. A systematic search of six databases and other Internet sources was conducted to identify CSEPs currently available to adolescent girls in Kenya."
"Five CSEPs were identified. The CSEPs were evaluated using established criteria. All of the CSEPs were well designed and almost all were implemented with fidelity. Four of the five CSEPs met all of the criteria for well-designed CSEPs with only one showing lack of sustainability. Tuko Pamoja (We Are One) shows promise for wider implementation. CSEPs are a valid intervention leading to the reduction of teenage pregnancy, HIV/AIDS, and sexually transmitted infections. The reach of the identified CSEPs varies, and sustainability is challenging due to lack of government and community support, lack of funding, and unsustainable teaching modalities. Nurses can serve as liaisons between adolescents, the community, and the Kenyan government in promoting CSEPs. Nurses should be more readily utilized in educating community members and policy makers about the need for CSEPs in all Kenyan high schools. Nursing students can also be utilized in their community health role to teach curricula of CSEPs," wrote K. Agbemenu and colleagues, University of Pittsburgh (see also Reproductive Health).
The researchers concluded: "Nurses should advocate for all adolescents to access reproductive health services and for all healthcare providers to provide comprehensive reproductive health care to them."

Game over; Censorship in South Korea.
A liberal, free-market democracy has some curious rules and regulations
OVER 700,000 South Korean children own smartphones, such as the Apple iPhone or a local rival by Samsung Electronics called the Galaxy S. Many use them so much for mobile online gaming that some 50 parental associations have called for an imminent night-time curfew for under-16s playing online computer games to be extended to mobile phones.
Concern over computer games is nothing new. Claims that marathon gaming sessions in South Korea's "PC-bang" internet cafes have led to violence, including deaths, have prompted much soul-searching. All the same, the state seems too keen to use heavy-handed regulation. Its Game Rating Board (GRB), with the legal power to ban any game, now risks obstructing the development of an entire industry, one of the country's most vibrant.
Graphic games such as Grand Theft Auto III are already off-limits to Korean gamers. But the chief problem is the GRB's trouble keeping up with the sheer number of new mobile games being released on the iPhone and the rival Android platform, which Samsung uses. The board insists on a long approval process for even the most innocuous games. Apple and Google, which developed Android, are avoiding trouble by simply not selling any games to Korean customers.
Yet many "indie" games developers in South Korea desperately want to reach customers. With talented programmers and a ready-made market of smartphone-owning game obsessives, this is a natural growth industry. The government pays lip service to the idea of encouraging entrepreneurship among the young. Yet the GRB, says Kim Jin-sung at Pig-Min, a games developer, is "the arch-enemy of the Korean gaming community".
This is all part of a bigger problem: technology-related censorship. In 2009 an online "economic prophet" who called himself Minerva was prosecuted for making gloomy predictions about the South Korean economy and casting aspersions on policymakers. The 30-year-old was later acquitted. The only charge that stuck was the state's heavy-handedness.
Unusually in a democracy, a "real-name" system is now in effect for those posting on popular online forums: any participant signing up to websites must use their national identity number. So would-be Minervas are now easily traced. The spread of false information carries a maximum punishment of five years' imprisonment and a hefty fine.
What is more, since 2008 a supposedly independent Korea Communications Standards Commission has had the remit to promote a "sound and friendly communications environment". Critics argue that the commission serves as the government's de facto internet censorship body. It is supposed merely to "advise" portals to remove articles believed to contain falsehoods, obscenity or statements in favour of North Korea that infringe the National Security Act. In fact it may issue administrative orders backed up by law, forcing content to be deleted. Unsurprisingly, its "advice" tends to be followed.
Chang Ha-joon of Cambridge University, whose free-trade critique, "Bad Samaritans", is on a list of books the defence ministry has banned troops from reading, argues that such efforts are counterproductive. "This is not the 1980s, when you could just cut a few telephone lines," he says. Blocking free speech in one place would simply "start a bushfire" somewhere else.
Much of the desire to control the flow of information and ideas can be traced back to longstanding fears over the spread of North Korean propaganda, which remains illegal. The administration of President Lee Myung-bak has additional suspicions about the power of IT thanks to massive, internet-driven protests against imports of American beef that brought Seoul to a standstill in 2008. Yet South Korea's mild paranoia about controlling information harms its reputation as a liberal democracy and undermines its potential as a creative powerhouse.

Lands' End Creatively Keeps Packages Moving
DODGEVILLE, Wis., Aug. 7 /PRNewswire/ -- "URGENT! Send my shoes -- the wedding is Saturday!" "Please, I need this gift for my son's birthday." That's what Lands' End is hearing from its customers in the midst of a nationwide strike by the country's largest parcel carrier. In an effort to satisfy its customers' needs, the direct merchant organized a SWAT team to implement creative solutions to handling the strike. Among them: converting its warehouse into a mini-post office, delivering customers' packages to its twenty outlet stores in five states, and finding unique ways to special deliver products to customers with urgent needs. National ads which will appear starting Friday, August 8, announce the fact that Lands' End is still delivering to customers.
According to Mike Smith, the company's president and chief executive officer, "Our employees have done an outstanding job, creating new ways to ensure that our customers' experience with Lands' End is a positive one."
A SWAT team consisting of employees from functions across the company -- operations, customer relations, sales, service, finance, communications, retail, and shipping -- implemented contingency plans immediately, switching to Priority Mail via the United States Post Office. However, since the Post Office is swamped as it tries to accommodate the additional volume created by the strike, Lands' End stepped in to ensure the progress of its shipments. "We converted our distribution center into a mini-post office," stated Phil Schaecher, senior vice president of operations.
Inside the warehouse, changes in the shipping process are moving Lands' End packages deeper into the postal system so the customer can receive the package in a week and often sooner. Each day, the equipment, usually programmed to sort an average 40,000 packages into ten UPS hub locations, has been reprogrammed to sort them into an elaborate zip code break-down. Then, the shipping department staff organizes the sorted packages onto pallets by zip code. From there, they are loaded onto trucks hired by Lands' End. The trucks drive the customers' packages to major post office hubs in cities as far away as Denver and Philadelphia. As a result, the company expects the customer to receive the package within a week and often sooner. "This process is 15 times more complex than our usual UPS process and has required that we increase staff by 200 percent," stated Schaecher.
The sales force is working with customers who have urgent needs, reviewing each on a case-by-case basis to determine how best to get packages to these people. For example, a mother of the bride in Amherst, N.Y. was the first such case. She sought navy calfskin pumps in time for her daughter's special day. The sales representative decided to do whatever it took to help the mother look her best, and the package arrived successfully in two days.
Starting with Monday's orders, Lands' End will alert the customers who live near the direct merchant's outlet stores that they can choose to pick up their package personally at the store. The twenty stores are located in Iowa, Wisconsin (excluding Madison and Milwaukee which will receive a high-level of service from USPS), Minnesota, Illinois, and New York. During the strike, the company has issued a special offer of free shipping to customers who opt for this delivery method.
To reassure those who are wondering when their package will arrive, Lands' End is posting average delivery times on its Internet site (http://www.landsend.com) starting next Tuesday.
Lands' End announces a new ad plan starting Friday, August 8. The national campaign targets millions of consumers and communicates that during the strike, Lands' End is still shipping via Priority Mail. The ads will appear Friday, August 8, in print publications and might expand if the strike continues.
